Access varies widely across the 100 counties of the state, with Swain County having the lowest rate at 46% and Wake County having the highest at 88%. In general, the counties with lower access rates are rural and lower-income. Our client Legal Aid of North Carolina saw the need for a printed piece that provides critical information about the services they provide to low-income people.
